Which Wario Land handlet it's minigames the best?

I would say Land 4.
They are optional, you can highscore them and the option to by items in the shop, is a godsend on the higher dificultys.
Land 2 was pretty good with them as well, you only had to do them if you wanted to reach the bonus final level. I just wish there was more varieaty than just the same two games every level..
Land 3 was pretty bad with having to repeat the same minigame over and over again, just for the sake of progression...
Land 1 did the right thing , by making them optional, but one is completly luck based and the bomb throwing one (while fun) doesn't really give you anything of worth...

Well, between 2, 3 and 4, WL4's minigames are the most fun. And i remember The Wario Hop being extremly addicting, one I would play for fun, and be very motivated to get high scores.

In Wario Land 2, the minigames are pretty simple, but they dont really get boring, they require you to think. I very ofthen managed to guess the number with the least number of tiles opened. Unless i got unlucky. And like you sayd, they are also only needed if you want to 100% the game and unlock The Really Final Chaoter

But let's take a look at the design of the minigame prices and chances to play them.

treasure minigame: It is found somewhere in the level. However, it's ofthen hidden, and you have to find it. That's what worst thing about 100%-ing the game: just having to find these doors on every level. But it encouradges exploration, so i guess it's ok. The game uses your STAGE COINS, to the more coins you collected, the more chances and easier difficulty you get a chance to play.

picture panel minigame: is located after the STAGE COINS are added to TOTAL COINS, and the TOTAL COINS are used. And there's another thing that makes 100%-ing the game a pain, but i consider it slightly better than the hidden doors. If you fail once, you have to start the entire level over. I'm not sure if this is good game design or bad game design. I think it could have been done better thought.

Wario Land 3's minigame is fun, but there's only one, and it might get annoying after a while.

But Wario Land 4's minigames are, like you sayd, all optional, have high scores for competition and bragging rights (althought WL3 kind of did the same with the Golf Tower, but... Well, 4 just did it better). And of course, they all help you with boss fights. Making them optional, but giving a good, optional reward. That, i think, is the best design

Wario Land 4. Wario Land 1's minigames just weren't very good in general, Wario Land II's were less minigames and more Zynga style 'bribe your way to victory' games, being almost like virtual freemium experiences. Wario Land 3's golf game is fun, but awkwardly thrown in levels almost as filler.

But 4's? They're both optional and fun, with the end result being that you get to feel awesome when you start the boss battle.

Yup. Definitely 4. I still sometimes go back to try to improve my high score on the wario hop, and grind for 999 medals. I don't really agree with wariolandgoldpiramid on the WLII mini games, because I did in fact really like them. The treasure chest never was too hard to find for me, and it forces exploration, which only shows you more of the amazing level design. I do indeed also like that you need the coins that you get in the level for it, and I also like that if you collected less coins, you can still do it, but it will be harder. I did also like the panel one though. The only disadvantage is that it gets way harder after you complete the game. In fact I prefer the after-completion version, because you need to be fast, as opposed to how it is pre-completion, where you can just take your time to see if you can already be sure which one it is and if not just draw the next one manually. Still, for 100%, it would be best to do them pre-completion, because it's just much easier. Still though, you can never really be unable to do it. I mean, after you've completed the game, you probably got enough coins to just wait until all the panels are flipped. And if you still choose the wrong one with all the panels flipped.. You're just bad with numbers.
I really enjoy the bomb throwing mini game in SML3 and how there are three difficulties with fair rewards. On the easiest difficulty, I always get all of them right, but you hardly earn anything with it. Medium difficulty most of the time works best for me, because I can hit quite a few of them and get way more reward than for easy. On hard I still miss over half of them mostly, and I can't even remember if I actually once hit all of them on hard. But man, the reward is great. I also always do the coin mini-game, because somehow it does seem I can actually influence it a bit xD And most of the time it increases your coins, because when it halves you lose less than you earn when it doubles. The only unfortunate thing is that you can't play both of them in one run. I would like to first get a chance at doubling my coins, and then still do the bomb throwing. But oh well.
I also like the golf mini-game. The controls work well, but they aren't explained anywhere in-game. Because I didn't ever have a manual my dad had to figure it out, and fortunately did :p Because well, when you don't get how that works (and trust me, it's not too clear for a kid) you can just not complete the game. I did like the mini-game though. I've never been motivated enough to get a really good score on it though. (and I never unlocked the last course)

WL4 has the best by far in my opinion. Ranging from memory to reflex to both memory and reflex. Sure it's only 3 games but they are addicting like mobile games yet made for the culture of Japan because they believe in precision (perhaps that was why the golf minigame was made in WL3...). It's worth noting the WL4 minigames keep track of your score like the G&W and is perhaps the inspiration for Wario's money making microgame company.
