Why is Mona on the bottom of the cartridge box of WW:MM?

It might be a silly question, but why is there a picture of Mona on the bottom of this box?
I mean, it's a Wario game so Wario's face should be there, don't you think?

 
I remember a similar thing happening with Mario Golf Advance Tour, which had Donkey Kong on the side of the PAL box rather then Mario himself.

I highly doubt that there was any real thought going into the design of those boxes (other then the main cover and maybe the back), they probably just put these characters that looked good and marketable to them and put them onto the boxes, regardless on whether or not they were the main characters or not.
 
The boxes for the original WarioWare + its GCN version were so much better than those of the sequels. The game wanted us to know that it was about the WarioWare characters! Clearly it's much better than just having Wario and his stache, as cool as that is, right?

She looks like she's peeking through a window. With a look of... What I can only assume is sexual aggression.

I think it's noteworthy that it's actually slightly different to the one on the actual front; Note her mouth is white rather than pink, and her eyelashes are different.
 
I think she's looking that way because she saw me buy it and she liked me. No wonder she commended me after I beat her stage! Wait... she says that to all players. v_v

Does she? When I beat her stage she told me to set fire to my house and jump off a bridge. It seemed a bit out of character, if I'm honest :c
