It's a Spin off basically, technically, yes it's a Warioware game, having the same characters we know and love and having many similarities to the Ware games, but at the same time, it's not often considered to be in the main series of games, due to having a very different formula, style and feel compared to past games, it's like what Wario World is to Wario Land, in that the two have many similarities to each other and can be considered in the same series, (And they usually are.) but at the same time, they both have several differences from each other allowing both games to stand out independently. Or for another comparison, The Mario RPGs, as both Mario and Luigi and Paper Mario (Well the first two anyway.) plus Super Mario RPG share a lot in common with each other, but at the same time, they all have very different feels and styles from each other that it allows them to stand on it's own and become independent from each other, despite them being Mario RPGs and being part of the Mario series, That's basically what Game & Wario is to the Warioware games, they both share a lot in common, but there's enough differences between the two to consider them separate entities, though both are from the same series.
