As for the piranha plants, they were a big part of his Mario Party 3 board, & a lot of official art
featured him with piranha plants, so they are practically a part of him. (Kinda like mushrooms for Mario & Garlic for Wario.)

I just tried my new Waluigi Amiibo... I can't use him on Mario Party 10, can't use him on Mario Kart 8 and can't use him in Mini Mario and Friends: Amiibo Challenge...

Apparently the only games where you can use him are Mario Maker to unlock a Pixel Waluigi (Which most people probably already unlocked months ago without the Amiibo so it is kinda useless) and Mario Party Star Rush. So he is pretty much just good for one game.

I am really disappointed.
Well... Atleast i have a new Waluigi Figure.

The only portable Mario Kart game where Waluigi shows up as a playable character and he is unlockable (without counting the arcade games). However, Mario Kart 7 could be considered the only Mario game where they use a playable character's thematic but not adding the character itself:
