Who controls Diamond City?

I'm not sure where I read it, but I recall one of the WarioWare games having Wario say Diamond City is 'his town' and a few aspects of the first game (like his house on top of a mountain in the middle of the city) imply he ran the place.

However in later games... it seems like the city is entirely independent of Wario and he's just some random civilian.

So who runs it? Who's in charge of Diamond City and why?
 
I never got the impression that Wario has any sort of authority over Diamond City, the whole ''my city'' thing is just insistent terminology that plays into Wario's ego, I mean here's a manual bit on that subject :

Really doesn't imply anything of that nature, if anything 9-Volt being surprised that Wario lives there highly suggests that he is just another citizen.

So who runs the place? I dunno, probably some major that we never see, since it's not relevant to the games.

Considering how it fits with Wario's personality

As for who actually controls it
The first Warioware game did have a Prince/Princess (Depending on the name) and a castle

And the castle is shown to be on Diamond City property even making a brief cameo in the second game before disappearing forever

So It's most likely like a lot of locations in the Marioverse
Where's it's ran primarily by royalty or something like that.

But unless it becomes relevant to the games, I don't think we'll know explicitly for awhile

From page 8 of the manual of the first game:

¨This is Diamond City, or as I say, my city! Most of my friends hang around here, too! I've made this place into one sparkling gem of a metropolis, don't you think?¨

He might not be the mayor, but apparently he has done much for the city to make it a great place. (But this might as well be Wario bragging.)
