So why is it called Wario Master of Disguise?

Diamond City Mayor

Or heck, the costumes called disguises in general?

Cause a master of disguise is usually someone who's good at hiding their identity by pretending to be other people.

Wario isn't exactly pretending to be anyone else, is he? Yet the game has that name, and the costumes are still called disguises despite being terrible at that purpose.

So yeah, any ideas?

Here is a little fact: In Japan the game's title is Kaitou Wario the Seven (怪盗ワリオ・ザ・セブン), which means "Phantom Thief Wario the Seven".

I doubt the localization team thought that much about the title. "Master of Disguise" cause it's a known phrase, and cause he puts on different outfits. Yeah, it could have been better. The game could have been too.

That's the gist of it. Who even knows if the average person recognizes Wario if the people of Lazytown can't recognize Robbie Rotten and no one seems to be able to recognize Team Rocket?

That's right!
You don't have to be unrecognizable as long as the people around you are Morons.;)
