There was a parody of biker Wario in the TV series. My little bro was watching Pokemon on TV one morning, and this Pokemon smuggler called "Dolan" showed up.... he got arrested at the end of the episode, just like in that comic above (Dolan's in the top panel). The author probably just changed Dolan to Wario in the next panel for comedic effect.
