I think it might be an early sprite, but downscaled slightly so it would fit the tile. They probably didn't feel like replacing it, or just kind of didn't notice, so it remained. That would be my guess.

I think it was a pause sound from one of Konami's Goemon games. But yeah, it was clearly chosen to sound semi convincing in context.
