To be fair I don't think that too many people who were involved in Fever's localization are still around for PPT and Raffina IS pretty much a direct transliteration of her japanese name.

"Raffine" never sounded feminine enough as it is? Kind of makes me wonder where the hell they got that from before.

Fever had a number of odd things in it's localization, so it may have possibly been a minor translation error, though the fact that even japanese materials have used Raffine as the official romanization tells me that it may have been a conscious decision to change her name by a letter, for whatever reason.
