As someone who also lives in the UK, I'd be skeptical of that claim. People over here do learn foreign languages in school, but a lot of the time they don't exactly do well at them, and a decent percentage of the population only speaks English.
Your claim is a lot more accurate of continental Europe though, since English is so widespread that people there have to learn both their home country's language and English for ease of communication/business reasons.
You will if you read all of Phantom Blood (Part 1), then start in on Battle Tendency (Part 2). And yes, I do recommend reading the manga before watching the anime, it makes seeing the story be animated more satisfying.
