Did Diamond City first appear in Wario Land 4?

Because that intro city looks like it could theoretically be part of, or at least close to Diamond City:



And the best ending actually shows Wario with some female characters who look a little like Mona in a setting that to an extent, could be seen as a prototype version of Diamond City:



So what do you think?

I'm sure it's supposed to be the same city. But I don't think any of those girls is Mona. They look too different.

Hm... Wario Ware inc. was released 2 years later.... Yeah, I'm pretty sure they based Diamond City on this city.
