No Health and Safety in Wario's universe?

Seriously, just look at how dangerous some of those places are. It's justifiable in villain bases and castles and abandoned ruins and what not, but...

Why does Crescent Moon Village have a fifty foot or more drop right in the middle of town? Why are there no manhole covers anywhere?

The only thing I can imagine is that survival rates when it was still inhabited weren't particularly high...

Then there's Hotel Horror. Why are all the rooms connected via some very confusing maze of passages and shafts and holes in the floor and what not?

Why is there literally an open elevator shaft style drop in certain rooms?



How is anyone supposed to even leave, given that there's no visible exit?

And then there's the Derailed Express in Shake It:



That's pretty freaking dangerous for a train. Flames everywhere, spikes, enemies from top to bottom, cannons, and that's before you read the timetable:

A schedule for the Derailed Express. Huh. It's scheduled to derail at 4:15. Weird.

I'm not sure I want to know where exactly that train is heading. To hell?
 
Health and safety clearly don't exist in Wario's universe otherwise their would be tons of security guards chasing after Wario in some of the factory levels in his games.
