Touched had a Mona Pizza music video?

Yes it had, but you needed to have Twisted in the GBA slot while playing Touched, in order to unlock it:


Nothing earth shattering, but it is kind of odd how this is Joe's only appearence in the game, althought Mona Pizza was still around during the event's of Mona's story, so he was probably just there while Mona was busy with her band.

Yeah. I remember it for being another slap in the face to Europeans, who after not getting Twisted, now couldn't get to even experience a song from Twisted because it was needed to unlock said song.

I think it was just a unfortunate circumstance, considering that Twisted was initially announced to be released in europe until it was ultimately canned.

At least there's importing? Though I doubt copies of Twisted will work with European versions of Touched! I could be wrong, but I don't think so...
