How do those Wario Land 3 enemies return in Dr Mario 64?

If in the ending, they're shown to be the transformed inhabitants of the music box world?

Does the rule not apply to certain creatures, like Mad Sciencestein? Did Rudy transform more hapless people he met into servants? Something else?

Cause I don't think this was ever explained...

Maybe it's before the events of WL3.
 
Actually, I believe the ones in Dr. Mario 64 are the real things which actually exist in the Mushroom Kingdom, while the ones in Wario Land 3 are the inhabitants altered to look and attack like them. It also explains why some of them look a lot different in Dr. Mario 64 than in Wario Land 3.
 
Pretty much what Les said. The creatures the villagers were transformed into were based on real creatures that actually exist, whom we later see in Dr. Mario 64.
