Wario Land 3, 2 and 1 technically all have Level Editors.
But all of them are really hard to use, compared to Lunar Magic.
I would say the best thing right now is, in fact, the Wario Land 4 editor.
But on Super Hard Mode, you can't waste a single second, you have to be perfect. And that's hard.
You also gotta get rid of his little minions, and be able to jump over him after he shows his teeth, right.
