Um the 4 Luigi's in the multiplayer mode are not a part of the story mode. Federation Force's main story mode uses the 4 player gameplay. It wouldn't make sense STORYWISE to have 4 Samuses. If the multiplayer in FF was just some noncanon extra mode then it'd be okay to have 4 Samuses.

Exactly. But it's clear that Federation Force is very story based. Perhaps Blast Ball could have been 4 Samuses.

Couldn't you explain the four Samuses as a cloning process? Besides, wasn't there one other Samus as well?

Of course not...not too familiar with the series, I confess. 
Let's just say they're a bunch of people who decided "hey, we wanna be just like Samus!," made recolored versions of her armor, and decided to join in on the fun. Samus herself decides to just roll with it after being baffled (at best).

Eh no. That's hardly in the spirit of the series. Samus is supposed to be wearing ancient Chozo technology that no one has been able to completely replicate. On top of that, Samus doesn't work well with others, it's in her character.
