The sample rate sounds extremely low for one thing, plus the dynamics are almost nonexistent, so you probably just want to kill the bass, then run it through a low-pass filter so it sounds flat and finally export to shitty quality. Try messing with the original uncompressed voice samples people found awhile back until you get something that sounds similar to the final game's samples
