Every Mario game is canon, bar maybe Hotel Mario. The sports games and spinoffs with Waluigi get plenty of references in other Mario games, like the platformers and RPGs. And at the moment he feels a bit more like a Mario character, but his lack of role in the Wario series doesn't help there.

As you know, this character from For the Frog the Bell Tolls has been a recurring face throughout the Wario Land series, both in the form of an enemy (Mad Scienstein in Wario Land 3 and Dr Mario 64) and a sorta ally (his scientist persona in Wario Land 4). So, what game was he best in?

I think you can ask the same thing about the women in the hard/super hard mode credits in Wario Land 4 too. It's never explained who they are, and it's vague how 'canon' the whole deal is. But hey, didn't expect the conclusion to be that the final boss is transgender in Virtual Boy Wario Land...
