Dr. Mario 64 and Wario Land 3

As you know if you've played it, every single character in Dr. Mario 64, with the lone exception of Mario, is exclusive to Wario Land 3.

Do we have any info as to why this is? Don't get me wrong, I think it's awesome--in fact I bought the game for this reason alone--but it seems an odd choice. What's the connection?

Perhaps as the game got a relatively limited release they didn't want to bother with developing new characters and so they just picked a recent game's characters?
 
Personally I don't think there is any connection at all, this is probably just a coincidence as they more or less seemed to wanted to add characters.
Puzzle games like Dr. Mario later on like say during the snes/genesis era had other characters you fight along side with. You might be familiar with say Mean Bean Machine or Kirby's Avalanche in which you fight a series of characters.

 
Yeah. It reminded me of the US version of Panel de Pon (Tetris Attack) using a whole cast of characters from Yoshi's Island.

late reply but I think Nintendo R&D1, developers of most of the Wario games, made this game too, so they preferred using their characters over mario's. Good thing too, I wouldn't have even touched this game if it didn't use the Wario Land characters.
 
Completely forgot about this topic but it got me thinking. I took a look at the credits for both games and didn't really see much overlap aside from the "Special Thanks" section, with R&D1 being listed under said section for Dr. Mario 64 which leads me to believe that R&D1 didn't make the game. Mario Wiki has the developer listed as "Nintendo (division unknown)" and I'm more inclined to trust the Mario Wiki than something like Wikipedia. Truly an oddity of a game.

I looked deeper and looks like Nintendo Software Technology division made this game. I'm guessing they just were Wario fans like us lol, in terms of the rivalry between Nintendo EAD and Nintendo R&D1 they might have just been rooting for R&D1. Also Sachiko Nakamichi, who did the packaging art for WL3, did this game's packaging art as well. Usually Yasuo Inoue does the Wario Land box and manual art.
