It is a minor WarioWare character, or actually characters. They appear mostly in microgames.
In Mega Microgame$, 9-Volt keeps one as pet. In Twisted, they have a few microgames at their own.

Should have known, I never seen this guy before...or now that I think of it he was in that mini game in Game and Wario where you threw a bunch of these guys onto something? Yes, this guy looks weird too, who'd ever wanna keep it as a pet? looks like it'll bite you, lol.
That's the only emote of it though. You can like, make one yourself and submit it to become an emote.
Maybe add these to the "Non-Wario" section?

Can you provide good replacement text for them? Like, what should someone type in to display them?
I dunno, just simple stuff like "shantbutt" "shantrun" "shantspin" "shantcheer" "shantdance1" "shantdance2" etc. should do the trick
