And in Smash Bros, how does she appear from the art easel and Game & Watch console too? Is having abilities similar to that of the villain in The Ring something that's common in Japan?

When you highlight Gamer on the game selection screen 9-Volt will tell you that it's just a game that was developed by him (the game itself has a text stating that as well, after you select your difficulty).

Once you beat the game (aka unlock the next one) he will also say that that 5-Volt isn't actually anything like she is potrayed as in Gamer, it's all just a game.
