So what's the story behind Spike Bro/Pirate Koopa?

The first boss in the original Wario Land game?

He was clearly part of Bowser's forces at one time, since his Japanese name is based on a Hammer Bro's name. But he seems to be allied with Syrup and the gang now, which makes me wonder what caused that. Do other Koopa Troop members turn on their leaders and become pirates as well?

I'd like to think that he was a mole, sent by Bowser to pose as part of the Black Sugar Pirates and try to collect information of the stolen Princess Peach statue, so that Bowser could later sent his own minions to try and get it for either himself or a ransom (like Wario) and that Wario unknowingly put an end to it by beating him.

Spike Bro is the only one of Syrup's crewmembers that explicitly comes from one of the Bowser troop's species, so I could see that working and I just find it kinda fun to imagine that Bowser was participating from behind the scenes as a fourth party, next to Wario,Syrup and Mario.
