Maybe Rudy was a female demon clown instead of a male one. Like the Golden Diva or Terrormisu.

I mean, the design looks like that. It'd probably be less scary than the eyes and mouth only shown here.

Considering he is just a face in the darkness before the big reveal perhaps this was the original "mysterious figure" Or you might have fought him in the darkness still before the lights would turn on revealing rudy, Or something else that has to do with the potential that there where alterations to the story throughout development and this was put in with the old story in mind before they implemented the cutscenes and it was changed late in the development cycle.

Something that just came to my mind, remember the carving in these blocks in the Desert Ruins stage:

There are also sun and moon carvings, but those make sense since DR is the first stage to really play with the day/night system, while this face not only has no relevance to the stage, but also bears an resemblance to the unused one.

Perhaps there is a connenction?

Either that or the carving is supposed to look like Rudy, which I kinda see too.

Huh, didn't notice that. Wouldn't be surprised if they were references to Rudy or his unused form, the series has always been good with foreshadowing.
