What's going on in Mario Kart Arcade GP's Wario music?

I have no idea what to make of this. Is this a non game related Japanese song they used as stock music or a composition specifically for the game? And for that matter, what are the voices saying at the beginning?

Any ideas?

All I can make out is that the composer is an Orbulon fan... or maybe an agent, and this track is a way for him to subliminally make the denizens of the real world worship him. So far, it's not working out very well.

That's a very interesting interpretation. Perhaps the only one.

I get some slight Ridge Racer vibe from that track.
