What's with the giant robot in the Curious Factory in Wario Land 4?

It's pretty clearly visible in the background in one section of the level, as seen here:

So what's it being built for? Some sort of secret super weapon for a world conquering villain? Part of the bad guy's plot in some future Mario RPG? Just plain cool background decoration?

What do you think this robot is meant to be for? And did you ever feel a bit disappointed that you never got to fight it or anything?
