Though Nintendo always does treat Goombas and Koopas and the like as "characters" among the rest. At least in things like these.

Well, Goombas are animals in the Mushroom Kingdom and enemies in most games. So are Koopa Troopas and Shy Guys. And Toad is a member of the Toad species like Toadette.
