It basically says Wario World's issue is that it has absolutely no consequences for failure, and that there should be some way to make it require a bit more skill by either using money as the health bar or having it tied to a Shovel Knight type respawn system.
But hey, what do you think?
I do agree with the idea of giving Wario a money based health bar, that would be closer to what we have in Wario Land 2, but once the money is gone, you get one last hit (like Sonic basically) and it's Game Over. Sounds fair.
However, we can't forget that the only way to get health is by paying the garlic dude dispenser, or by finding a garlic in a box somewhere. Some later levels can be tricky as the price grows in harder level. I don't see it being unbalanced that much. Athough, the other (and better) idea I thought of would be to make the money important for the end of the game, instead of the imps (I can never remember their names, but who cares, really).
I mean, since Wario Land, the money influenced your ending, making it important to get the best ending in the game, why not in this game?
Let's not forget that WarioWorld was built with games like Wario Land 2 and 3 in mind, not as much for Wario Land 4, but in those games, you don't die. So at least there's a punishment system, I guess...
