The Band Brothers series has a big making-your-own-song component. I don,t think the previous games allowed you to make vocals (where is @Koopaul when you need him).
As for why they're used for DLC instead of the original vocals... the same reason every UGC games have their pre-included content done with the ingame editor, I guess?

As much as I wish that this is a sign I highly doubt it, considering that it's just a simple 8-Bit sprite set that could likely be imitated in microsoft paint or something like that.
Either way I just really appreciate the bone they have thrown at us here and it certainly beats getting nothing at all that's for sure.
