I remember quite a while ago, seeing a bunch of people trying to make a mario fangame in one of the Rpg Maker programs. Unfortunatly, other than Super Mario RPG: The 7 Sages, all of them were eather abandoned, or taken down, so I couldn't even try them out.
You might want to check out the RPGs on Mario Fan Games Galaxy if you want finished example. I mean, I don't know what the Paper Mario fan games were made it, but I'm sure most of them were probably done in this program.
Just don't play any platformers made with this tool. I've seen three of them, and they all suck horribly.
