Why is Luigi Mario’s little brother if they were delivered by the stork at the same time?

Before Yoshi's Island, he was just considered the older brother. After Yoshi's Island, he is considered the "older twin brother," since he was still born before Luigi.

I don't think it's really something that comes up a lot in the games themselves. Though in Mario Maker 2, he calls him "Big Bro." It's mentioned more game profiles, booklets, and other media. The Mario Kart DS bio, Smash Bros. bios, and Paper Mario booklet mention that Luigi is younger. The cartoons and the movie also make Luigi younger.

They're obviously fraternal twins, with Luigi being the taller one, but their age is identical as is the case in all twins.
