Wario in Virtual Boy Super Mario Land?

Well, it's pretty clear from the scenery he was likely meant to be a villain in the game:

But what exactly was he up to in this game? Was he a standard villain? Was something going on behind the scenes? Did the story literally follow on from Super Mario Land 2?

I feel like this was either going to have the same story as Six Golden Coins, or it would have a (rather shallow, being a Mario game) story involving Wario taking revenge on Mario for that game's events, probably by wreaking havoc on some innocent land (which is how he seems to have been depicted back then, and it would also explain why he has Thwomps in the shape of his face in a seemingly unrelated area).

It's probably like the earlier games in which Wario acts as the villain: Super Mario Land 2, Wario vs Mario, Wario's Woods, you know what I mean.
