I mean, we know that lore wise Wario is German, and none of the characters really scream to me as being American or Japanese (sadly most games are set in those 2 locations only these days) ((oh except for kat, ana and young cricket)), so what country would the game be set in? I think it could also just be Germany as a lot of the character designs and locations remind me of Germany :]
I thought it was located on its own fictional island, but inspired by some real life locations. In Get It Together, this cutscene used Santa Monica as a reference.
