Why is Waluigi ugly?

Seriously, I try to draw him in the Mario style and he always ends up looking off. The only time he looks good is when he's drawn in a different style. Was his ugliness supposed to emphasize his villain nature or something? At least Wario has his square chin and beefy muscles, jeez.

He didn't look so bad in the Mario Tennis GBC art, but he looks straight up gonk everywhere else.
