I think it comes down to the scale of the environment. A more focused forum like this on a somewhat niche topic doesn't generate a lot of community at once, so it's easier to weed out any trolls who do show up willing to pick a pointless fight...

Hmm that's weird, the ESRB site still has it with an E rating: https://www.esrb.org/ratings/8849/wario-world/ Only thing I can think of is that it's due to violence or something, since I don't recall any blood, gambling or swearing in the game...
