I hope the negative reaction to the new Wario voice doesn't persuade Nintendo to give up on full voice acting for future WarioWare games, but yeah I agree about the new voice. It is really rough and distracting. Just goes to show how talented and likeable Charles Martinet was. I'll always wonder why Nintendo decided to replace him.
The new Mario voice is fine enough and I can see the actor improving over time but yeah this Wario voice is kind of a baffling decision. Wario's voice isn't that hard to mimic as seen from all the memes. It sounds like they got someone to try to do a gruff voice but clearly can't do it without straining their voice so it sounds really forced. Even this meme sounds better to me:
