Now that I think about it, is the garlic in Wario Land magic in any way or is it just that Wario has a strange reaction to it? Plus, it changes effects depending on the game.

Hmm, it seems like the effect is that it makes him big if he's small, then gives him the Bull Wario power (at least in Wario Land 1)

So for that version, I guess it'd make say, Mario or Luigi big, then give them a version of the Bull powerup too.
