Seems like it! I can't think of any other character that looks like that. Plus, he's next to Capt. Syrup and her castle, so I believe he must be.

She's really on a ball with these. She always seems to be drawing 9-Volt the most of them all, though. Has she ever tried Mona, Jimmy, and any others?

Also, I remember the second artist. But I think she gave up on it a long time ago.
