My personal opinion has always been that Mona is the most likely candidate here, but Wario being entirely uninterested in romance seems like another very likely option. Captain Syrup and Princess Shokora seem likely plausible options, albeit with the wrinkle that the former has tried to kill him multiple times and the latter is presumed dead. Queen Meralda from Shake It theoretically could be shipped with Wario, but the ending for that game clearly shows Wario doesn't exactly return any feelings.
Other options feel very thin on the ground, for obvious moral and legal reasons.
