Year of Wario should be 2031, since 31 is 24 (year of Shadow) + 7, and 27 (likely year of Amy) + 4, and is 13 (year of Luigi) backwards

If you own a modded 3DS, you can use the emulator Red Viper which is not only smooth but also uses the 3D capibilities of the 3DS to bring an experience similar to the VB.

Also you can change the palette so that your eyes don't go sore from the bright red.
