I'm really happy to see Foreman Spike back in Mario Maker, I'm cautious about hoping for more appearences, but it's nice to see that Nintendo still remembers him.

Also here is his theme song from Wrecking Crew 98 :


It even plays when playing as or against Foreman Spike in the VS and multiplayer modes, so you can safely call this his leitmotif for the game, I prefer Wrecking Crew's bonus stage theme as a song, but this is a more fitting theme song for Spike.

I am not fully aware who this character is. What game is he from? is he Wario's long lost brother/twin?

He's the main antagonist from Wrecking Crew. He's considered by some to be a bit of a prototype for Wario in his design, and Waluigi seems to be tied to him in some way due to his many seemingly unexplained connections to Wrecking Crew.
