In things like Donkey Kong Bananza style revivals, spinoff movies, etc?

Personally, I'm torn on it.

On the one hand, Captain Syrup is clearly the closest thing to Wario's archenemy. She's the main villain in two games, a secondary character in another one, and a popular choice in fanworks too.

At the same time, I feel like Rudy is a very effective villain too, and with two appearances under his belt (Wario Land 3 and Dr Mario 64), he's probably the second candidate for a possible recurring antagonist. He's got a very menacing design and a lot of possibilities for interesting boss battles, and he seems like someone that would only work as a villain, compared to Syrup and her possibilities as a secondary protagonist or third force in the story.

So it's hard to tell. Syrup makes sense as a recurring character, but I'm not sure she should always be the villain. Rudy feels like a great villain choice on par with Bowser or K Rool, but he's a bit less well-known overall.
 
Rudy the Clown should definitely be the main villain of the game. But they should also have some side villains throughout the series make a comeback as well. I think 2 bosses from each Wario Land game would be perfect.

You could have one as a Mini Boss you fight half way through a world.

and one as a Big Boss you fight at the end.

There could be 4 stages a world, and you fight a boss every 2 stages you complete.
