I personaly like Count Cannoli, Carpaccio and his robots, the Dolphins, the museum guards and the Clowns and Dinosaurs from Wario World.

I mean from the Wario Series.
in that case, Ghost dog from parsley woods.
Captain Syrup is best villain. She's got the greed of Wario, the beauty (and profession) of Risky Boots and the contraptions of Dr. Eggman, all rolled into one. She should appear in Mario spinoffs like Kart too, she's been around forever and is the third most recurring villain in the greater Mario series, behind K. Rool and Bowser
