A lot of my favorites are from II and 3 (to nobody's surprise), but if I had to pick just one, I find myself coming back to 3's Tidal Coast/Sea Turtle Rocks/Beneath the Waves the most.
That's a fair comparison that might explain this phenomenon actually. Maybe people project Risky onto Syrup somewhat, and therefore draw her with a sword, the one thing she lacks on the surface in comparison.

Personally, I think I will go with Doodle Woods from Wario Land 4. It just feels so carefree, I love it. It's the that stuck with me the most when playing the game for the first time:
