Excuse the potato quality, but I just discovered that you can occasionally have Foreman Spike show up, when beating the Wrecking Crew microgame in WarioWare Gold :

I played the microgame via the Index and knew nothing about this beforehand, so it really caught me off guard when Spike showed up, rather then Mario.
 
I've had a couple of ideas recently as to how I'd reintegrate Foreman Spike and it hit me that he could be a great enemy to Waluigi if he ever got his own standalone game, as a reocurring nuisance and sort of a "Captain Syrup meets Cranky Kong" figure.

Picture this: We learn that Waluigi, during his younger years, was homeless and looking for purpose, and while he even then had an undescribable hatred of Luigi, he didn't yet know him or Mario enough to do anything about it and he had yet to truly become a villain. Foreman Spike saw potential in the prodigious, hard working mechanic, and took young Waluigi under his construction company. He was just as mean and abusive to him as he was to any other employee, all the while training him to follow in his villainous ways
When Mario & Luigi began working for Spike, Waluigi met them in person for the first time, and his hatred of Luigi rekindled. He attempted to impersonate Luigi and ruin his career a few times (which is why Luigi appears to take on Spike's role in Vs.Wrecking Crew), but while he failed to even be noticed by the Mario Brothers (Mario thought it was Spike in a dumb disguise), he inavertedly helped Mario & Luigi defeat Foreman Spike and put an end to his business. Soon afterwards, Waluigi went into hiding, in order to plan his next move against the Mario Bros and to hide from Spike's wrath. It's at this point he would begin his arduous training, and at a later point he would meet Wario.
It would be later revealed that the main reason Waluigi uses stuff from the Wrecking Crew games (bombs, eggplants, the excavator, the wrench & the dinosaurs in MK Arcade GP 2, the Destruction Dance tune) is primarily because he gets to stick it to Spike by doing so. As in, "I'll steal your shit and do it better than you ever could, and there's nothing you can do about it, old man"

At this point, Spike is semi-retired. He's older, fatter, and he's mad at everyone in general, but particularly the Mario Brothers and Waluigi. He never forgot his grudge with them, and when he caught wind of Waluigi's attempts of rising to stardom and using stuff from the Crew that used to be his in the process, he broke out of retirement and is now aiming for payback. Spike deems Waluigi a failure and an insufficient replacement, and he thinks he's been slacking around in his rivalry with the Mario Bros, so he's out to prove that age can't stop him and to show Waluigi what a real villain looks like.

Spike is old-school villainy incarnate. He's not really out for money like Wario, or after fame and attention like Waluigi. He's here to be a dick and to prove he's still got it even after all these years. He commands many of his old forces and weapons, and some new ones too. Spike combines the brutish strength and bullheaded arrogance of Wario with the cunning mischief and deviousness of Waluigi. Like all classic villains, his greatest weakness is his complete overconfidence, alongside the perks of age that catch up to him every now and then and the fact that Spike is terrible at keeping people working under him for long.
He wouldn't be the main villain but he would be a constant nuisance, coming after Waluigi with bigger and bigger fights, culminating in a showdown of mechanic dinosaurs and exploding buildings at the game's city level, which is revealed to be the original setting of the Wrecking Crew games, a city nearby New Donk City.

Wow, nice story you have here. This might as well be canon. I mean, we don't know anything about Waluigi's past, and I have always imagined it being a rather sad one. Waluigi being apprenticed by Foreman Spike is something that I can imagine, as Waluigi is constantly trying to prove himself, and goes to far measures to do just that.

We need Forman Spike to become a recurring character again. He's got potential, and he is a cool guy that I like to see more often.

I mean, we don't know anything about Waluigi's past, and I have always imagined it being a rather sad one. Waluigi being apprenticed by Foreman Spike is something that I can imagine, as Waluigi is constantly trying to prove himself, and goes to far measures to do just that.

We do know a couple of things about Waluigi's past, with the consistent lore being that he spent a long time training hard in order to gain power to match Mario & Luigi so he could attain their glory. The details vary on occasion and I used them to build this headcanon.
We know he spent years training, day and night even, to gain power to beat the Mario Bros, specifically Luigi. We know he trained by "honing his ability to antagonize" as the Melee trophy states, which states he had to learn how to be a villain. The Brawl trophy states he was working hard "in their shadow", and it's canon that he stalks and spies on Luigi to "figure out his weaknesses". It's likely he's been doing it before his debut.

We know his inexplicably petty antagonism of Luigi goes way, way back, before he met Wario or took up his training, and that his rivalry with Luigi is a long term dedication so he can prove himself (one of his appearences in Mario & Sonic even has him state that he thinks beating Luigi will make him the greatest Superstar on the planet). And it's almost entirely one-sided on his end, given how little Luigi cared in his debut, or how Waluigi certainly doesn't feel so strongly about Mario, even though beating Mario is part of why he took up training. So clearly Mario became part of his shitlist later than Luigi for whatever reason.

And we know that he was deliberately keeping a low profile all these years. Recent bios from japanese Nintendo pages point out he was "in a secluded place", and the bio on these images, archived from the Mario Tennis N64 website, even says he was outright hiding. From what, exactly, no one knows.
He also has shown a couple of times that he has some kind of bitter experiences that he doesn't talk about, and that canonically, he isn't as much of a prick to people who aren't Mario & Luigi or don't openly annoy him, like the player character, which just shows how Waluigi isn't really evil at heart despite his bad behavior and self-proclaimed villainy, since all he's after is, besides defeating his rival in competitions, really just recognition and glory.

Additionally, we know that, despite Waluigi's general asshole theatrics and how he and Wario often bicker, we know Waluigi genuinely respects Wario, and some of their interactions and official art suggest that Wario occasionally takes the role of coach to Waluigi (like that official art where Wario is teaching Waluigi proper golf posture). Considering they aren't brothers in established canon, and they couldn't have grown up together since Waluigi doesn't live in Diamond City (although he may not have lived in the Mushroom Kingdom all his life), to me it makes sense to conclude that Wario helped Waluigi in his training. It fits with Charles Martinet's personal headcanon for the two, that they are "two nice evil guys who found each other", and that's how I like to view it.

And finally, there's never been any explanation whatsoever as to why so much of Waluigi's character is taken from the Wrecking Crew series, other than the idea that he is a successor to Foreman Spike much like Wario. But to me, it makes sense that Waluigi would purposefully steal and repurpose things from a person he hated into part of his act. Excessive, overdramatic spite is part of what defines Waluigi.

We need Forman Spike to become a recurring character again. He's got potential, and he is a cool guy that I like to see more often.
I just want Spike to come back and bring freaky mechanical dinosaurs with him so he can duel with Waluigi's own robotic dinosaurs.
I would play a whole game around over the top cartoon villains dueling it out with oversized dinosaur toys.

To be fair, I always headcanoned that Waluigi was the son of the brusque Foreman Spike and grudgingly had to live with him until he moved out, which explains his mechanical leanings and why he tends to have the Gold Mantis.

I like this.
Personally my headcanons for family life is that Foreman Spike was Wario's deadbeat dad who just left after the family moved to Diamond City, shortly after Wario and Mario had their falling out. His moving out forced Wario and his Ma to take up farming, and Wario grew up either toiling in the fields or devising scams in order to make enough money. Later down the line, Spike either never learned of his son's (in)famous deeds, or he never really cared either way.
Waluigi never knew Spike had a son while they worked together nor did he make the connection when he met Wario later, and Wario really doesn't care enough about his old man to talk about it.

Wario's mother, in turn, is this purple-haired lady that is said to show up occasionally in Wario's Woods. I can't find any other evidence of this lady's existence besides this article (Back of the Cereal Box: Obscurio: The Most Famously Unfamous Mario Characters) but I always liked to think of Wario's mom as a cheerful, although quite greedy lady who is very proud of her son and likes to dote on him, much to Wario's embarassment.
We know Wario's Ma, whoever she may be, keeps contact with him because of that Mario Power Tennis blooper, and it's possible Waluigi knows her too.

In turn, my headcanon of Waluigi's family life is that Bird from Mario Golf is his cousin and he's the only relative of his that's ever shown up. They aren't really related because Waluigi was adopted at age 7, and nobody really knows who his real parents are or where he was born.

He grew up in a fairly normal household, with rich but distant, parents, who remain understanding but nevertheless confused by their adopted son's lifestyle choices, since Waluigi doesn't really explain what he does with his time either since 'party crasher" and "evil doppelganger" raise too many questions.
His dad is a motor oil magnate who passed off a substantial portion of his company assets to Waluigi, which is where Waluigi Industries comes from, although Waluigi doesn't really care about it and all he does is sign a few papers and sleep through a few boardroom meetings every now and then. His mom is a pro golfer and sports model and she is part of the reason Waluigi got into sports, although her strict and pushy upbringing may have been part of the reason Waluigi came to develop such contempt for rules and fair play.
Wario has no idea that Waluigi's family is loaded and Waluigi never told him, and Waluigi is too prideful to ask them for money either way.
