I don't doubt it. I like both soundchips but both don't sound good when not used to their full potential.
Agreed. The same goes for Earthworm Jim, another game Tallarico did the music for. He had a customized setup that transmitted his playing an instrument to the sound chip. Porting it over to the SNES loses its appeal because Tallarico didn't know how to work with its sound chip to the same capacity as he did the Genesis.
 
Here's the inverse, a theme made for the SNES that didn't translate well to Genesis (I posted this before but I love how bad the Genesis version sounds)

Here's another example I'm familiar with where SNES is better than Genesis. Two completely different games with the same title, worked on by different teams by the same company.

 
The difference is huge but the Genesis version actually ends up sounding a bit like Shinobi.

I can still see it in the very beginning of the track, though. I enjoy the Shinobi track a lot actually, even though it raises its pitch similarly at parts to the other song.
