The main villain is different for each game, but then you got Syrup as a reoccurring rival to Wario who he is constantly butting heads with for one reason or another.
I can go either way tbh. Rudy or Captain Syrup returning as the main villian would be rad, but a new villian would be just as cool, as long as it's done right.
