How about both like in many of the 3D Sonic games. The main villain is different for each game, but then you got Syrup as a reoccurring rival to Wario who he is constantly butting heads with for one reason or another.

I can go either way tbh. Rudy or Captain Syrup returning as the main villian would be rad, but a new villian would be just as cool, as long as it's done right. Wouldn't mind seeing some new bosses while also seeing some classic ones brought back...

I like that each game gets its own villain, because it shows all the different types of people who are even worse than Wario. Though I'd be happy with cameos from former bosses if they're integrated well, and of course Syrup as a recurring...
