Whoever voiced DK in that commercial should be sentenced to life in prison for dishonouring the awesomeness DK is.

Yeah to that second thing. Especially since neither name seems at all uncommon. How will future Wario fangame creators be able to gloat about having the original Wario voice in their game if they can't find him??

Somebody probably mistook Dutch for German I dunno. But that DK voice-over is still as horrible and stupid.

Commercials don't tend to really release credits due to the transient nature of them. However, Chikao Otsuka's voice is very distinct and pretty much no other Japanese seiyuu had a voice like his.
He did actually voice him in a game, in one of those Satelleview games I think, Excitebike: Bun Bun Mario Battle Stadium. Though you could only hear his voice when it was originally broadcasted since otherwise it used his Mario Kart 64 voice clips but the credit is there.

Ah okay, that seems to be good evidence for the Japanese voice actor.
Still need convincing on the other one though. Seems like the guy doesn't have much in the way of credits online, which is odd for a professional voice actor.
