There are many seldom-used and forgotten characters in the greater Mario universe. Foreman Spike is one of them.
Though these days, the odds of Nintendo resurrecting any of these guys is very slim as they seem to only want to use Toads, generic enemies, and Koopalings anymore.

Foreman Spike and SamSpook are the only characters who wear overalls that never appeared in an arcade game, I'd also like to point out that Luigi and Stanley debuted in the same year.

I thought the creator of Metroid was behind from all of Wrecking Crew, but then Miyamoto told him to use Mario as the main character since he is easy to draw and that was the whole story I heard about. And researching more about Hiroji, wikipedia states that Samus was also a creation of his.
What's more interesting is that Camelot was involved with the foreman in some way or another:
